Putting life of the nation in danger implies that: the situation is affecting the entire population or a very large part of the country which cannot be neglected, the situation poses a serious threat to the integrity of the citizens of the members of the European countries, the independence (political) of the member country or interfere with the functioning of public utilities or institutions.
